In a bid to combat malfeasance within the Department of Home Affairs, the Portfolio Committee on Home Affairs has been actively overseeing internal investigations concerning the fraudulent issuance of visas and permits. The committee has recently applauded the strides made in these investigations, urging the department to expedite the process while ensuring accountability and adherence to due process.

A recent progress update presented to the committee highlighted significant findings from the Lubisi report, indicating that over 45,000 visas and permits were illicitly issued between 2014 and 2021. The committee was briefed on the progress made in addressing this issue, including the finalization of 27 charge sheets, ongoing disciplinary hearings, and the dismissal of nine officials involved. However, concerns were raised about the lingering presence of implicated individuals in their positions, posing a potential risk to ongoing investigations and the integrity of visa and permit processing.

Despite challenges, the committee commended the collaborative efforts between the Multidisciplinary Task Team, the department’s Counter Corruption Unit, the Labour Relations Unit, and ICT in facilitating investigations and ensuring access to pertinent information. Additionally, 28 matters have been referred to the Directorate for Priority Crime Investigation, with a further 94 under consideration, underscoring the commitment to pursuing criminal accountability.

Recognizing the importance of preventative measures, the committee stressed the necessity for strengthened internal controls within the department to forestall future malfeasance. Welcoming the allocation of additional human resources to the immigration unit for enhanced adjudication processes, the committee reiterated its resolve to uphold integrity within the department.

In parallel, the committee received updates on the Ministerial Review Panel report concerning the Government Printing Works (GPW). Notably, significant progress has been made in implementing recommendations, particularly in bolstering IT infrastructure, contract management, and capacity building. The filling of critical managerial positions and strengthened collaboration with the State Information Technology Agency signal positive strides towards improved governance and operational efficiency within the GPW.

The committee underscored the importance of continued efforts to fortify internal processes and adherence to data handling protocols within the GPW to mitigate past challenges effectively.

In conclusion, the Portfolio Committee on Home Affairs remains steadfast in its commitment to addressing malfeasance and strengthening governance across the Department of Home Affairs and the Government Printing Works. These efforts are vital for restoring public trust, safeguarding national security, and ensuring the efficient delivery of services to the people of South Africa.
