On 7 March, Mireille Wenger, the provincial MEC of Finance and Economic Opportunities, unveiled the 2024 Main Budget in the Western Cape Provincial Parliament, marking a significant milestone in the province’s economic strategy. Under the banner of ‘A budget to keep building a Western Cape that works for all’, Wenger emphasized the paramount importance of prioritizing the welfare of the province’s residents, particularly the poor and vulnerable.
Addressing the fiscal framework, MEC Wenger stated that the R255.29 billion budget over the 2024 Medium-Term Expenditure Framework (MTEF) reflects a steadfast commitment to placing the 7.4 million inhabitants of the Western Cape at the forefront of decision-making processes. Notably, a substantial portion of this budget, amounting to 75.4 per cent or R192.21 billion, is earmarked to cater to the needs of disadvantaged communities. These allocations encompass various essential services such as primary healthcare, education, housing, and poverty alleviation programs, underscoring the government’s dedication to uplifting the most marginalized sectors of society.
Moreover, recognizing the pivotal role of infrastructure in fostering economic growth, Wenger reiterated the government’s pledge to invest in critical infrastructure projects totaling R32.12 billion over the 2024 MTEF. This investment is envisaged to bolster businesses, stimulate economic activity, and enhance the overall well-being of citizens across the province.
In outlining the budget allocations for the upcoming years, Wenger disclosed plans to allocate R182.35 billion towards wellbeing initiatives, including healthcare, education, and social services. Additionally, R45.35 billion will be directed towards fostering economic growth and job creation, while R21.87 billion is earmarked for innovation, culture, and governance. Safety remains a paramount concern, with R5.08 billion allocated to bolster existing interventions and ensure the security of all residents.
However, amidst these ambitious plans, MEC Wenger acknowledged the challenges posed by the national fiscal environment, which necessitated adjustments to the provincial budget. Factors such as fiscal consolidation and reductions in conditional grants have impacted the budgetary allocations, highlighting the need for prudent financial management in the face of economic constraints.
Despite the fiscal constraints, Wenger expressed gratitude to the citizens of the Western Cape for their engagement and feedback on the budgetary proposals. She underscored the government’s determination to navigate through these challenges and steer the province towards a path of sustainable growth and prosperity.
