In a historic move aimed at revolutionizing the provision of water and sanitation services on privately-owned land, Minister of Water and Sanitation, Senzo Mchunu, has launched a landmark policy. The unveiling ceremony took place at Cool Air Sport Grounds in Dalton, nestled within the uMshwathi Local Municipality, KwaZulu-Natal. This significant event was a part of the National Water Month activities, traditionally observed every March across South Africa.

The inception of the Water and Sanitation Services on Privately Owned Land Policy stemmed from a pivotal court case in 2019, which highlighted the dire need to ensure access to basic services for farm dwellers and residents on privately-owned properties nationwide. In response, the Department of Water and Sanitation embarked on an extensive journey, engaging in nationwide consultations from December 2022 to March 2023, culminating in the development of this comprehensive policy. The policy received Cabinet approval on 29 November 2023, paving the way for its implementation.

Addressing a diverse audience comprising farm dwellers and stakeholders, Minister Mchunu reiterated the government’s unwavering commitment to equitable provision of water and sanitation services. He emphasized that the policy serves as a blueprint outlining the government’s intentions to enhance services in privately-owned land areas, with specific strategies to be formulated at provincial, district, and municipal levels. Furthermore, Minister Mchunu underscored the collaborative efforts required across various sectors to ensure the successful execution of this policy.

A thorough analysis of the current situation was conducted by the uMgungundlovu District Municipality in response to the 2019 court ruling. Subsequently, significant strides have been made, with the development of multiple boreholes across various regions to ensure access to clean water. Basic sanitation facilities have also been rolled out extensively within the uMngungundlovu District Municipality, addressing a crucial aspect of sanitation needs.

In addition, the uMsunduzi Local Municipality has embarked on the planning process, conducting a comprehensive census of farms under their jurisdiction requiring water and sanitation services. This proactive approach will facilitate resource allocation and kickstart the implementation process in alignment with the newly launched policy.

Minister Mchunu reiterated that the policy’s implementation is not confined to KwaZulu-Natal but extends to every corner of South Africa. He urged all stakeholders to contribute their resources and collaborate with the government to ensure the effective implementation of the policy, emphasizing its transformative impact on communities residing on privately-owned lands.

The launch of this policy marks the commencement of a transformative journey for the Department of Water and Sanitation and the sector as a whole. It signifies a collective commitment towards a future where communities thrive, the environment flourishes, and individuals enjoy the dignity associated with access to essential water and sanitation services.

Furthermore, the unveiling ceremony provided residents, stakeholders, and duty-bearers with a comprehensive understanding of the policy’s key features and benefits. These include improved access to reliable and safe water sources, enhanced service delivery, and heightened transparency and accountability, fostering a more inclusive and sustainable water and sanitation ecosystem across South Africa.
