Johannesburg, South Africa – A groundbreaking endeavor has commenced in Johannesburg’s southern region, heralding the inception of the long-awaited Southern Farms Biodiversity Development Project. Valued at R27 billion and spanning 4,000 hectares, this ambitious initiative aims to confront critical challenges facing Joburg, most notably the pressing housing crisis born from rapid urban expansion.
Recently inaugurated in December 2023 by city executives in Devland, the Southern Farms Biodiversity Development Project marks a monumental leap forward in urban planning and community development. This visionary project pledges an array of offerings, including the provision of 45,000 housing units, seven local neighborhood parks equipped with recreational facilities, six multi-purpose sports courts, a community-centric library, and the establishment of two home affairs offices.
Designed to benefit prominent areas like Diepkloof, Freedom Park, Eldorado Park, and Naturena, this expansive mixed-use land endeavor will encompass seven distinct precincts. Its scope extends beyond residential spaces, incorporating diverse non-residential properties to cater to multifaceted community needs.

The initiative, anticipated to reach completion by 2026, aims to address not only housing shortages but also aims to create a vibrant ecosystem conducive to community growth and prosperity.
The project’s comprehensive design received accolades for its strategic integration of economic growth opportunities, job creation, support for Small, Medium, and Micro Enterprises (SMMEs), and the facilitation of training programs. These elements are poised to fortify the economic backbone of the region while empowering local communities.
The inception of this colossal initiative traces back to the announcement made by the Gauteng provincial government in 2018. Despite initial promises for a 2019/2020 commencement, progress stagnated for years, leaving nearby residents disheartened and frustrated.
According to insights from the consultancy firm NEWURBAN, the project site spans expansive developable areas, preserved wetlands, meandering streams, existing farmland, and diverse topography presenting unique challenges and opportunities.
NEWURBAN highlighted, “A comprehensive land use cycle has been formulated in collaboration with various professionals, focusing on phased development strategies that embrace undeveloped land to support ongoing expansion. These phases encompass agricultural zones, integration of solar farms, and dedicated preservation of natural landscapes.”
Dada Morero, the MMC for finance in Johannesburg, emphasized the city’s commitment, stating, “Our vision for the Southern Farms community extends beyond housing provisions. We aim to cultivate a thriving business ecosystem, ensuring holistic growth and sustainable development.”
The development is spearheaded by construction company Sephahaphaha Trading and Projects, led by its owner Sedima Moseamedi. Moseamedi expressed optimism about the project’s potential to invigorate local enterprises, injecting vitality into the regional economy. Oversight of the project falls under the purview of the city’s department of economic development, led by MMC Nomoya Mnisi, ensuring comprehensive management and strategic execution.
