The City of Johannesburg Metropolitan Municipality has undergone a significant change in its financial leadership, as Mr. Sinovuyo Mpakama resigns from his position as the debt officer, effective 31 December 2023. This change comes as a result of Mr. Mpakama’s resignation as Group Head: Treasury of the City.

In response to Mr. Mpakama’s departure, the City has announced the appointment of Mr. Mabandla Sibisi as the interim debt officer, effective from 2 January 2024. Mr. Sibisi currently holds the position of Head of Funding and Investments within the municipality. In addition to his role as the interim debt officer, he will also assume the responsibilities of Group Head: Treasury until 1 April 2024.
The Accounting Officer has assured stakeholders that thorough consideration has been given to the competence, qualifications, and experience of Mr. Mabandla Sibisi. This confirmation aims to instill confidence in the continuity and effectiveness of financial operations within the City during this transition period.
